Abstract

This study develops an integrated taxonomy of water meter management constructs for diameters ranging from DN15 to DN100, positioning metering as a strategic component in water utility performance rather than a purely operational task. The research proposes a seven-construct framework comprising sizing, consumption profiling, calibration, inspection, under-registration/over-registration analysis, homologation, and cubic meter recovery. These constructs are conceptualized as an interdependent system that links hydraulic behavior, metrological accuracy, inspection evidence, and commercial performance. The framework is grounded in recent scientific literature and empirical application within accredited bodies, including a metrology laboratory and an inspection body operating under ISO/IEC 17025 and ISO/IEC 17020 standards. Results demonstrate that integrating technical testing with consumption analytics and decision-making processes enables utilities to reduce apparent water losses, improve billing accuracy, and optimize asset lifecycle management. The study further contributes by translating metrological errors into recoverable economic value, bridging the gap between technical evaluation and financial impact. While the taxonomy is supported by recent literature, its development is based on a selective corpus, highlighting the need for broader bibliometric validation. Overall, the proposed framework provides a scalable and evidence-based approach for modern water utilities seeking to enhance efficiency, sustainability, and governance of water resources.
