Proposal for a regulatory framework and a university social responsibility training program: the experience of the professional school of law and political science at UNS.

The problem identified is the lack of interest among certain students at the Professional School of Law and Political Science (EPDCP) of the National University of Santa (UNS) regarding university social responsibility (USR), driven by the absence of an interdisciplinary training program on the matter to ensure effective engagement with the external environment. Given this regulatory vacuum, the objective was set for its substantiation and implementation. The method employed in this research was dogmatic and functional, considering basic concepts, theories, principles, legal norms, and a constructive critical analysis of USR best practices within the EPDCP (based on final reports); this study was supplemented by interviews and surveys. Following the interpretation of the data, evidence showed that most students are proactive, socially aware, organized, and possess final USR deliverables aligned with their 2018 Competency-Based Curriculum. However, there is an absence of alliances with external social stakeholders, as well as a lack of social impact measurement instruments. A USR Training Program is proposed to transition from the Extension Model (best practices) to the University Citizenship Model (good territories), establishing alliances to ensure its sustainability (Article 124 of University Law No. 30220).
