Strengthening university governance through the development of english communication skills among academic leaders: an applied study at a colombian higher education institution

The internationalization of higher education has become one of the main challenges facing universities in the context of globalization, digital transformation, and the continuous expansion of scientific knowledge. Within this framework, strengthening university governance requires academic leaders who possess communication skills that facilitate decision-making, international cooperation, and participation in global academic networks. While bilingual education policies have traditionally focused on students and faculty members, limited research has examined the development of English communication skills among academic leaders and their contribution to institutional governance.
This study analyzes the implementation of an English language training program designed for academic administrators at a Colombian higher education institution accredited for high-quality standards. The program was developed under the English for Specific Purposes (ESP) approach and incorporated active learning methodologies, continuous assessment, and professional tasks directly related to university management. Language proficiency was assessed using international standards aligned with the Common European Framework of Reference for Languages (CEFR) and the IELTS Academic examination.
Results indicate that all participants achieved proficiency levels ranging from B2 to C1 according to the CEFR. Significant improvements were observed in listening, reading, writing, and speaking skills, together with increased confidence in academic communication and participation in international institutional activities.
The findings suggest that strengthening English communication skills among academic leaders contributes to enhancing institutional capacities associated with university governance by supporting international cooperation, access to scientific knowledge, academic networking, and the implementation of internationalization strategies within higher education institutions.
