PEST environment in Mexican rural tourism: governance, circular economy, and sustainable digitalization

Abstract

This study examines how the political, economic, social, and technological environment shapes the sustainability of rural tourism in Mexico. A qualitative documentary analysis was conducted on 16 articles (2019–2025) selected through theoretical purposive sampling. The PEST analysis reveals an operational sequence: political arrangements that coordinate and provide certainty; economic models anchored in local capabilities and circular economy; social capital that translates policies into behavior; and digitalization focused on traceability and efficiency. The resulting matrix links evidence to decision-making, offering prioritization criteria. A roadmap for rural destinations is proposed, based on collaborative governance, circular agro-touristic portfolios, environmental training, and technology adoption maps with performance metrics.
