From RPA automation to cognitive orchestration in university administrative management

Abstract

Educational management in Latin America, especially within the complex Venezuelan context, operates under VUCA conditions that have rendered traditional bureaucratic models obsolete. This essay offers a critical dissertation on the structural limitations of Robotic Process Automation (RPA) and deterministic systems, arguing that their algorithmic rigidity exacerbates student dropout by failing to handle the stochastic casuistry of the current crisis. Integrating Operations Research, Strategic Management, and Computer Science, a paradigm shift toward "Cognitive Orchestration" is proposed. This involves AI agent architectures featuring reasoning, planning, and autonomous execution under human supervision. The work concludes by structuring a hybrid governance proposal and rigorous operational metrics, demonstrating that adopting intelligent agents is the only viable path for Venezuelan universities to achieve the technological "leapfrogging" necessary to ensure their sustainability and social relevance.
